Foreign Office, January 7, 1911. WITH reference to my despatch No. 290 of the 19th August last, I transmit to you herewith a copy of a letter from the Colonial Office,* forwarding a copy of a despatch from the Officer administering the Government of Hong Kong, enclosing a minute by Mr. E. A. Hewett, chairman of the Hong Kong General Chamber of Commerce, and unofficial member of the executive and legislative councils of the colony, in which that gentleman suggests the advisability, in connection with the construction of the Canton-Kowloon Railway, of claiming without delay similar facilities for the trade between Hong Kong and China as are enjoyed by France and Russia in respect of the trade with China across their land frontiers.

I shall be glad to receive your observations on Mr. Hewett's suggestion.
